Research Security Training (RST) - D10


Purpose

 In alignment with the (P.L. 117-167) and (NSPM-33) OHIO University is required to maintain supporting security assessment documentation and security training certification as part of an application for a research and development award. NSF, NIH, DOE, and DOD all recognize completion of the condensed module, supported by »¨¼¾´«Ã½â€™s Canvas system, as compliant with their respective Research Security Training requirements.


Scope

This procedure applies to all sponsored projects subject to OU Policy 19.045 Administering External Grants and Contracts set up as separate accounts in the OHIO Financial Management System (FMS) and is supported under OU Policy 19.060 | »¨¼¾´«Ã½ Export Compliance.


Procedure

Each individual identified as a senior/key person on a proposal must certify that they have completed the requisite research security training within 12 months prior to proposal submission for NSF and NIH proposals. The training may be accessed via Canvas, however you may need to to access the training. 
Once complete, contact your OSP manager with your certificate of completion and the manager will send you a copy of the certification template for signature.  Both the training certificate and signed certification must be uploaded to the Cayuse proposal form prior to submission in order to meet the Federal requirements. Failure to complete the training and certification prior to the internal deadline may result in the inability to submit the proposal.

NIH further requires submission of the certificate and signed certification in the Other Attachment field of the R&R Other Project Information form under the file name ‘ResearchSecurities_[Name].pdf’ without quotations, where ‘[Name]’ is the name of the senior/key person. NIH also requires annual certification at the time of Research Performance Progress reports.

Additionally, both NSF and NIH require certification from senior and key personnel regarding participation in malign foreign talent recruitment programs.  For NIH individuals identified as a senior/key person must certify on their Biographical Sketch Common Form, attached on the R&R Senior/Key Person Profile (Expanded) Form, that they are not a party to a malign foreign talent recruitment program. For NSF, this certification occurs via individual login at research.gov.

These requirements are effective and and . OSP reserves the right to add additional agencies to this list as additional requirements and clarifications are made available.
